A Rule For Jared?

I read on scout.com that the NFL has found it necessary to clarify a rule which spurned a great deal of debate last season. The rule in question centers around defensive players lunging at the ball carrier from the ground.

This point (click links to see video examples) is best illustrated by taking a look at the play that resulted in a season ending injury to Tom Brady and also multiple hits from Jared Allen which included one that knocked quarterback Matt Schaub out for a few weeks.

That play was not the only one in which Allen received a great deal of criticism for lunging at quarterbacks from the ground. He spent a great deal of money by paying off fines that the league imposed on him for these hits.

The rules has been clarified to state that a player can only make “wrap tackles” and swipe at the ball when he is on the ground.

This clarification sends one question into my mind: If the league felt it necessary to clarify the rule, then was Allen’s criticism and the fines levied against him warranted?
